ต่อภาษีทะเบียนรถ...Renew license plate..

5 พ.ค 2554...โอ้ทสังเกตุสติ๊กเกอร์ที่ป้ายทะเบียนรถ คันที่ตัวเองใช้เมื่อวันเสาร์ที่ผ่านมา อ้าว! หมดอายุไปตั้งแต่ มกราคม ปีนี้ นี่หว่า ขับมาตั้ง 4 เดือนแล้ว  รีบบอกมิสเตอร์ทันที แล้วถามด้วยว่าถ้าตำรวจเรียกตรวจจะเกิดอะไรขึ้นกับฉันเนี่ย ไม่อยากจะข้องเกี่ยวกับตำรวจเลยจริงๆๆที่นี่ หวาดๆๆๆ ได้คำตอบมาว่า โดนปรับอย่างเดียว ไม่โดนจับหรอก กระนั้นก็ต้องรีบไปต่อให้เรียบร้อย ขับไปแบบนี้กังวล มิสเตอร์บอกว่า วันพุธไปต่อหลังเลิกงาน (ทุกวันพุธ สำนักงานขนส่งที่โอ้ทอยู่จะเปิดถึงสองทุ่ม ที่อื่นไม่รู้มีวันแบบนี้ไหมนะเพราะไม่เคยไป)

ปกติจะมีจดหมายแจ้งส่งมาที่บ้าน แต่คราวนี้ไม่มี ถามครูที่สอนภาษาอังกฤษ เพราะครูทำงานที่ไปรษณีย์ ได้คำตอบว่า ทางสำนักงานขนส่งลดงบประมาณ ไม่มีจดหมายส่งแจ้งอีกแล้ว

25th May 2011...I noticed on Saturday that my car needed to do tax renew so I let my husband knows and also asked him if a police found out about that what is going to happen to me? He said I need to pay fine.
We agreed to do on Wednesday after work because the DMV here open until 8 p.m .

และแล้ววันพุธเย็น(เมื่อวาน) มิสเตอร์กลับมาก่อนเวลางาน บอกโอ้ทไม่ต้องไปก็ได้น่ะ งั้นให้มิสเตอร์ไปคนเดียว ออกจากบ้านตั้งแต่ 17.30 น. โอ้ทคาดว่า น่าจะเสร็จราวทุ่ม แต่สองทุ่มแล้วมิสเตอร์ยังไม่ถึงบ้านเลย คนเยอะมากเลยมั้ง (เดาต่อ)

My husband came home earlier on Wednesday (yesterday) and went to the DMV alone. It was 17.30 p.m .  I thought it will finished about 19.00 p.m but 20.00 p. m my husband did not back home yet. It might had many people on the queue, I thought.



สองทุ่มครึ่ง ได้ยินเสียงรถจอด ประตูเปิด แล้วเสียงปิดประตู ปัง! มิสเตอร์หน้าคว่ำเข้ามาเลย แล้วบอกว่า ไอทำอะไรไม่ได้ แถมเจ้าหน้าที่ยึดใบขับขี่แล้วยกเลิกอีกด้วย อ้าว! เกิดอะไรล่ะเนี่ย โอ้ทบอกให้มิสเตอร์ใจเย็นๆ แล้วเล่า ได้ความว่า เจ้าหน้าที่บอกว่า ในข้อมูลของสำนักงานฯ แจ้งว่ามิสเตอร์มีใบขับขี่ที่ เซาท์ดาโกต้าแล้ว งั้นยกเลิกของเดลาแวร์  แค่โอ้ทได้ยินก็โมโหแล้วอะ นี่มันผิดที่ความไม่รอบคอบของเจ้าหน้าที่ในการอ่านข้อมูล หรือผิดที่ข้อมูล คนป้อนข้อมูลป้อนผิดกันเนี่ย มิสเตอร์ไม่เคยอาศัยที่เซาท์ดาโกต้า ไม่เคยทำใบขับขี่ แต่เมื่อฤดูร้อนที่ผ่านมาไปพักร้อนกัน โดนใบสั่งความเร็วเกิดพิกัดที่เซาท์ดาโกต้า เป็นเรื่องเดียวที่มีประวัติเกี่ยวกับเซาท์ดาโกต้า

เจ้าหน้าที่สำนักงานขนส่ง บอกให้มิสเตอร์ไปนำหลักฐานมาพิสูจน์ว่าไม่เคยมีที่เซาท์ดาโกต้า บ้าจริงๆๆ นี่เนี่ย โอ้ทนะโมโหที่ตัวเองไม่ได้ไปด้วย ไม่งั้นได้วีนกับเจ้าหน้าที่อีกเหมือนครั้งที่พาเพื่อนไปยื่นเอกสารสอบซ่อมใบขับขี่ เจ้าหน้าที่ไม่รับผิดชอบ โยนกันไปโยนกันมา บอกข้อมูลไม่ตรงกัน สุดท้ายโวยให้นั่นแหละ ถึงได้ทำ...

สรุปว่าคืนนั้น ไม่คุยกันเรื่องนี้ต่อ เพราะมิสเตอร์โมโห และเสียความรู้สึกกับสิ่งที่เกิดขึ้นมากๆๆ ตอนเช้าโอ้ทบอกให้มิสเตอร์ติดต่อสำนักงานขนส่งที่เซาท์ดาโกต้าให้ดูข้อมูลว่าไม่มีเขาอยู่ในระบบ แล้วขอเอกสารรับรองแฟกซ์ไปที่สำนักงานฯ เดลาแวร์ มิสเตอร์เล่าว่า เจ้าหน้าที่เซาท์ดาโกต้าตรวจสอบ พบชื่อ นามสกุลเดียวกัน 6-10 คนเนี่ยแหละ โอ้ทจำไม่ได้ แต่ ชื่อกลางเดียวกับมิสเตอร์ไม่มี แจ้งเลขประกันสังคมไป ก็ไม่พบ สรุปคือไม่มีมิสเตอร์ในฐานข้อมูล  เป็นอันว่าเอกสารรับรองได้แฟกซ์ไปที่สำนักงานเดลาแวร์ เช้านี้ 

He came back home at 20.30 p.m and shut the door BANG! His face really upset. I asked him right away "What happened?

My husband : A guy at the DMV took my license because he said I had a license in South Dakota, so I can not do anything.

He also told me that he tried to explain that guy about he got a speeding ticket there once when we were on vacation in the last summer but that guy seemed did not listen and asked him to proved. He really upset and did not want to talk about this last night.

In the morning today, he called the DMV in South Dakota and told what happen. A person who he talked with check the record there and found 6 or 10 ( I do not remember) people have the same name as my husband but none same middle name and none record show his social security number and also fax the confirmation document that my husband does not exist there to Delaware DMV.

โอ้ทเตรียมตัวพร้อม แต่มิสเตอร์ยังไม่ไป บอกว่าโทรถามให้แน่ว่าไปแล้วได้ใบขับขี่เลย แต่สายปลายทางสำนักงานขนส่งเดลาแวร์ไม่ว่างสักที โทรอยู่ร่วมครึ่งชั่วโมง สุดท้ายมิสเตอร์ได้คุยกับเจ้าหน้าที่ ว่าได้รับแฟกซ์แล้ว ให้ไปรับใบขับขี่ได้เลย

He called Delaware DMV checking if they got the fax and ready for him to pick the license up. Everything sounds  good  after he talked on the phone.

ไปถึงสำนักงานขนส่ง รอรับหมายเลขคิว ถึงคิวเข้าที่ช่อง มิสเตอร์หงุดหงิดอีก เพราะเจ้าหน้าที่ไม่รู้เรื่องอะไร ต้องร่ายยาวกันอีกรอบ โอ้ทต้องบอกให้มิสเตอร์ใจเย็นๆๆ แล้วช่วยพูดไปด้วยกัน เจ้าหน้าที่ขอพาสปอร์ตมิสเตอร์ แล้วไปตรวจแฟกซ์ ได้มาเรียบร้อย แล้วบอกว่าต้องสแกนพาสปอร์ตเก็บไว้เป็นข้อมูล มิสเตอร์อารมณ์ฉุนถามไปว่า เก็บเป็นข้อมูลทำไม คำตอบจากเจ้าหน้าที่ ไม่รู้..โอโห ระบบราชการที่นี่เป็นแบบนี้ เจ้าหน้าที่ไม่รู้อะไร... สรุปว่าได้ใบขับขีใหม่มา แต่กว่าจะได้รอๆๆๆๆ นานมากกกกกกกกกก

We were at the Delaware DMV , got the queue number and waited. My husband upset again in front of the counter when a person who service us did not know anything.  I knew this is going to happen by my experience. The communication is bad . After awhile my husband got a new license. I asked the person who taking care of us if he knows what happened? why the  data showed my husband had a license in South Dakota and the answer was " I do not know"...

 I feel really bad with the system there since I was applied for my driver license and now not feel good with here at all.

จากนั้น ไปขอคิวรอยื่นต่อทะเบียนรถ ดีที่ไม่ต้องรอคิวนาน ยื่นเอกสารให้เจ้าหน้าที่  ก็เริ่มเลย เจ้าหน้าที่ถามว่ารถทะเบียนขาดเกิน 1 ปี ต้องทำป้ายใหม่ เอกสารจดทะเบียนชื่อใหม่ บลา บลา บลา ...มิสเตอร์ทำท่า งง และ ถามข้อมูลว่าทำไมต้องจดทะเบียนชื่อใหม่ เจ้าหน้าที่อธิบายอีก ตอนนี้โอ้ทตั้งใจฟังเจ้าหน้าที่พูดว่าหมายความว่าอะไร แล้วจับใจความได้ว่า ถ้าทะเบียนขาดเกินปี เท่านั้นแหละ รีบสวนไปเลย  ทะเบียนขาดเมื่อ มกราคม ปีนี้เอง แค่ 4 เดือนเท่านั้น.. เจ้าหน้าที่ได้ยินชัดแจ๋ว ตรวจสอบข้อมูลใหม่ แล้วบอกว่า ใช่ๆๆ ยูถูกแล้ว...เฮ้อ!  อะไรเนี่ย เอกสาร งาน ราชการ สำคัญ แต่เจ้าหน้าที่ทำงานกัน ไม่ละเอียด รอบคอบ แบบนี้คนมาใช้บริการถ้าไม่รอบคอบด้วยก็ ซวยไปซิน่ะ

After got my husband driver license , we went back to information counter and got a queue number for renew license plate tax.  We did not wait long. A person in charge this time is nice but  she asked if our license plate expired over a year we needed to do something about title. ( I did not exactly understand what did she say ) . My husband was getting upset again and asked the question why?  she explained. This time I paid attention to listen carefully what did she say and I catched the word " Over a year" so I replied immediately , "NO, it was expired in January 2011 . It was only 4 months."

Now, she checked the record again and said I am good.  "Umm...why she did not read carefuly at first" ,I thought.

After we finished what we wanted to do in the beginning, I asked that lady if the data shows on the computer about what happened with my husband last night. The answered was she did not know anything and the data was fine  with her.

แบ่งปันประสบการณ์ แย่ๆๆ สู่กันคนที่คิดจะมา หรือ กำลังจะมา จะได้เตรียมตัว เตรียมใจรับกับสิ่งที่ไม่คาดคิด หรือที่คิดว่าคงไม่เกิด อะไรๆๆ เกิดได้เสมอ

That was our bad experience and bad feeling with the government office here. It is important document but people who in charge seemed not careful enough. It did not my husband fault but he needed to took the day of  and wasted the time.

I went to work late and forgot ESL class because of tired.
